Seriously, Level then stabilize. If you level using something (leggo's, boards, bricks?) under all of the low wheels, you have established a more stable system to start with using the trailers suspension. Stabilize using only enough force to prevent movement of the level trailer on the suspension.
Yes, you can lift the and level the trailer with the stabilizers, but they are not intended for that nor are they in the correct locations for that. You can stress, and even damage both the frame and the stabilizers.
