So i have towed the TT with the Liberty in 20-30mph winds and down pour rain home and also towed it to go camping this weekend in 20-30mph gust and home on a calm day.The liberty did great imo no sway...

1995 Cherokee is a bad bet. Too many miles and probably not up to the task. If you are going to buy something more substantial, buy something more substantial, and newer. You really need a 1500 series p/u or larger SUV with a tow package. Remember who is traveling with you - your family. Don't try to chince on equipment and put them and you in danger.
