I went and looked how mine is constructed. It appears to have a stainless steel tie-down bracket passing through a slot that is cut in the camper jack bracket. The ground wires attach to the camper tie-down bracket.

Maybe the older NL didn't use stainless steel for the tie-down and I could see where the fast-gun could quickly rub off the paint and expose the metal. My last camper was doing this and rusting on the tie-down eye area. The jack bracket appears to be powder coated but I would say that like any metal where the finish is coming off and bare metal is exposed rust would be a real possibility and not all that uncommon seeing you're in Western Oregon. If it was mine I'd remove the brackets, clean off the rust and either get them re-powder coated or at least primed and painted before it get's too bad. You'll most likely have to re-do the tie-down bracket more often if it's not stainless as the fast-guns will take off the finish pretty quickly.
