Actually, having the axel ratings being within 98% is getting closer to perfection. GVWR IMHO "SHOULD BE" 100% of the axel ratings. It is up to the end user to know how to balance the rig out for max payload etc. My MDT is rated that way! Then again, the OP will probably have an 8K license, he will be legal to 8K. UNLESS, 1.5 times his tare is over 8K lbs, then he will have a 10K plate, and be legal to 10k too.......
