If you by chance are referring to my response, then the way I would defend this is that it is our responsibility as the driver of the rig to ensure the basics are right before pulling out of "any" driveway.
Looking over tires, lights, air pressure, lug nut torque and checking brakes comes down to us as a driver. Counting on someone else getting this right is just not good practice.
The OP said he was or is a truck driver, so he of course already knows all this.
I do my own pre-flight checks. I'm not counting on someone else to get it right....it's my butt that's on the line, so I have a greater incentive. If you want to count on the other guy to get it right, then more power to you, and good luck with that.
