The problem is the majority of homeless are either mentally ill and/or drug addicts.
Unfortunately, the days of putting the in an asylum for the rest of their lives are gone (with some good reasons of course) but that means they are out on their own. Even when offered a free place to stay, many will reject it.
I also feel sympathy for the local property owners. Some of these people are dangerous, so can't just let the kids go out on their own in the area and it does drag property values down.
I don't have a good solution but it's not a simple problem of throwing some money at it.
