Never give to a panhandler. It only encourages more of the same. Every city has a way to help those in need whether it be churches or other non-profits.
In the article they picture a woman holding a dog and state that she and her husband are living on their combined Social Security payments of $1100. This is SSI not Social Security which means neither worked enough to become insured for Social Security disability which is half of time after age 21 before becoming disabled.
