According to CA DMV regarding CVRA:
You are NOT considered a pickup if you weight over 8000 lbs and have a GVWR of over 11,500 lbs with an open box type bed. A truck under those weights is excluded from CVRA
I have had a CHP commercial officer tell me the exact opposite of your friend. Someone is wrong. The laws, DMV, DOT, new truck dealers all state that you need to pay CVRA fees if over 8k and 11.5k. The only question you must ask yourself is what GVW rating are you going to declare with your new truck. 0-10k or 10k-15k. One is free the other costs over $330 per year.
