Your buddy is exactly correct Troy.
A friend of mine drives a class 8 Volvo tractor with his RV "type" trailer. It's all reg'ed as an RV. He doesn't even have a class A "commercial" license. No weight stickers and no he does not stop at scales.
A few years back when he got it he drove passed a scale and a few miles down the road he got pulled over. The CHP asked him for his log book and all the rest of the stuff that commercial drivers have to go through. He told his he had non of that because he owned an "RV." The cop was Pi$$ed and wanted to write him up but after checking with the higher ups he let my buddy go.
Things get sticky when you own your own truck for business and tow your "private" RV with it. You're not doing that so no worries.
Your friends class 8 is not a tractor anymore. Its an RV. He cannot haul a 53' reefer of produce one day and the next day take it camping. That has little to do with what we are discussing. As long as Troy never unhooks from his RV he never has to worry about CVRA. The minute he unhooks and starts tooling around town he better make sure he has his truck properly registered for the declared weight of whatever he might be putting in the back of the truck.
