Isn't an "open box type" bed a regular pick up box? Vs like a flat bed or utility bed. If you had a cap on it, would be a "closed box type"? And you could then choose to run commercial or non commercial registration if you never took the cap off? So you are right. A truck over 8k and 11.5k with an open box bed would not be a pick up anymore.
