ST stands for "special trailer' tires. They are manufactured with extra strength in the side walls so they will withstand the lateral forces placed on them when turning corners (that's their theory anyway). Problam is that MOST Chinese manufactured tires are not well made and tend to blow up at very inconvenient times. I have personally witnessed a Chinese ST tire blow up while sitting still and mounted on the spare tire rack. Some who use them for local trips get pretty good service from them but for someone who mostly travels with their RV it's best to get rid of them in favor of Maxis ST tires (made in Thyland). They have the best reputation for durability with almost no reports of adverse use. It's the only tire I'll run on my trailer.
It is NOT a tread wear issue so don't be mislead by great looking tread. Look for signs of the tread beginning to separate from the carcase of the tire or bulges in the side wall or even excessive weather cracks. Remember ALL ST rated tires are not very good at COOLING due to the thicker side walls so they have a speed limit of usually 65 MPH
