LT tires are not an option for those TT with 14" tires which I would bet the vast majortiy (probably 75% or more) have. Even 15" LT tires are not that plentiful in their offerings.
While the built and testing requirements might play a small role I think abuse and the lack of reserve capacity are the two main reasons for many tire failures and that is not the tires fault or it's quality.

For what it's worth, Kumho and Hankook both make 14" LT tires in load range D.
Nexen also makes one, but I know very little about the Nexen brand.
That is not correct, from Kumho's website:
