COMPLETELY disagree. The load is as far forward as possible of all items. Nothing is going to change the front to back load. Lowering the drywall "may" make it less top heavy.
That is insanely overloaded and completely unsafe. I bet the steering is VERY loose as the front tires have been unloaded most likely.
But hey some "E" tires and bags = "Good To Go".
