I would definitely add a sway bar. I do not believe it will have any negatives on the rutted roads. If you were serious wheeling, then it could/would interfere. The sway bar will not eliminate all sway, but it will be a major improvement.
I hesitate to suggest adding a spring leaf. Adding overload springs (preferably adjustable) would be good. The potential problem with adding more leafs to a spring pack is that it may work great with the TC but too stiff without the TC. I have personally experienced this.
As previously posted, if the airbags are tied together with one filler valve, separate them.
I am a very strong believer on the 19.5s. I know it is easy to spend others money, but a heavy TC on a SRW truck almost makes it a must in my opinion.
