I understand your concern, but I believe at least here in Virginia the state inspections are a good thing and they do a decent job of checking things that the majority of clueless folks never think about. Things like brakes, tires, emissions (we have two year test requirement for license plates), even wiper blades, are checked. This is one area that IMO "BIG BROTHER" is our friend and protector.
