Figure out where your wheels would be, then build some forms out of 2X4's. Dig holes in the ground maybe a foot deep, cover the bottom with pea gravel. Set some re-bar cradles and re-bar in the holes - tie the re-bar to the cradle with zip ties. Put the form over the hole at ground level. Next mix some Kwickcrete and fill the holes, making sure to get any air bubbles out. Use a long board to scrape the surface smooth. Let dry, remove form.
Maybe even do the same thing except skip the re-bar and cement, instead filling with crushed rock to to top of the form - the forms being made of PT lumber in this case.

OTOH, Putting a pad in may be a good selling point for your house. Always nice to have additional parking. My driveway extension was 16X80 and did not require a permit. Get a quote from a reputable place, and they will take care of any necessary permits - just ask to be sure.
