I have painted cabinets in my home - they were builder grade so I have painted over the vinyl that typically covers the particle board sides. I scuffed it and the wood fronts with fine grit sandpaper and used latex based Kilz as a primer. Don't use one of those scuffer pads - use sandpaper. Then as Westend states, I used the top of the line paint, but from Benjamin Moore - it is a latex that performs like an oil based paint. Expensive but very nice paint. Expect to put 2 coats of both primer and paint on your cabinets. You will be very happy with the results.
