I'm a member of two 411 forums and these guys get calls all the time in the winter for frozen e brakes. Most of the time they may pull the vehicle a few inches with their winches to break ice around the brake pads/shoes. If that doesn't work they use a lp bottle and heat the backside of the rotors or the back of the drum.
RV websites are a hoot for those that post something doesn't happen...simply because they never experienced it.
