That is a foolish method for negotiating in my book. Actually I wouldn't even call it negotiating. It's going after the lowest bid and it doesn't always lead to a better deal.
The best price doesn't mean a better value either. You really have to go after the better deal even it is more expensive provided you can afford it. For example, 26K MSRP trailer OTD price at 18k is a better deal than say 23K MSRP trailer OTD at 16.5K. Provided it's the same model and the MSRP is reflective of options or features. Sure it's $1500 cheaper but has $3k less stuff. Just an example.
I would also seriously consider your local RV dealership as well even if they are more a little big more expensive. Why might you ask? Because of warranty paid repairs should you need it.
Edit: For the OP - The dealership was unprofessional by telling you your information was required by LAW before they could discuss any pricing with you. I would hesitate to do business with them especially if the sales manager confirmed that BS.
