Payload capacity: Includes 150 lb driver? Fuel? Or neither?

Read all the old threads I could find. I'm hearing many different explanations about how I should use the payload sticker on inside driver door jamb. Does it include 150 lb driver and full tank? ...

iirc, on all my trucks the camper # is a little chunk lower than payload #.
