Payload capacity: Includes 150 lb driver? Fuel? Or neither?

Read all the old threads I could find. I'm hearing many different explanations about how I should use the payload sticker on inside driver door jamb. Does it include 150 lb driver and full tank? ...

Dlr wouldn't let you order the new burb? That's dumb. Although read they have a relatively low tow rating. Maybe hi way gears?
Boy the mfg are really missing out on a market right now with low fuel prices and no HD SUVs.
Why not just get a CC pickup with a topper. Seats 5-6 people comfortably and dog in the back?
