If the frame for the hitch is to low you might consider mounting it just behind the frame. I made a mount for my old TT. I got a spare tire winch to match my TV, use the same tools. I got mine from a wrecking yard and made a frame of 1" square tubing for it.
I'll second this idea.
As an option to the junk yard, here is a new factory made one. Some even with the frame to go with it
http://store.lci1.com/spare-tire-racks-and-receivers-c76.aspxI would caution adding a 2nd spare to the rear area behind the axles or the rear bumper. This will reduce the loaded tongue weight of the camper and on a smaller camper, the tire weight affects this more then on a larger heavier camper.
Behind the A frame header is a good choice, just this will add a level of extra tongue weight which pending your TV, may or may not be a problem. If you are light on TW now, then this can help increase it. And this location makes it easier to get the tire out when a flat occurs. You can jack up the tongue with the trailer jack and gain clearance to get under to get the tire out.
If you can find a spot just forward of the TT axles that does not have a holding tank there, this can be the location for minimal effect on loaded tongue weight. The down side, this may be hard to get to to get the tire out in the event of a flat tire, the frame then is lower and crawling up may be a challenge.
In my situation, behind the A frame header creates the best situation. I have enough truck that the added TW will not be a concern. I use to carry the spare in the front cargo hole. That worked until I ungraded to 16" tires. Now I can't get it through the cargo hatch so it lives in the truck bed until I can build the cable hoist behind the header.
Hope this helps you think through the location options and the good and bad of each location.
