This isn't the first time you have stated this and your theory isn't correct across all manufacturers. Not all "tow Packages" have brake wiring provisions. You need to research that some more

if they have a FACTORY tow package with the 7-pin connector, it will have wiring for a brake controller.
some basic tow packages that come with a 4-pin connector, will not have wiring for a brake controller and are not for towing a hybrid.
since all hybrids have a 7-pin connector that allows for control of the hybrid's brakes, it will have the wiring for the brake controller.
if you have some examples of the opposite, please feel free to post them.
