Yes, the later is turbo'd but displacement is not the only criteria.
Unfortunate that Honda engineers don't have your expertise in generator design and decided to fit their new EU2200i with an unnecessarily large engine. :W
Not at all. It just means that displacement is not the sole determiner of power. The honda's put a lot of emphasis on quiet. They may be willing to spec a slightly larger motor and not push it quite as hard so it runs quieter. You'll have to ask them the specific design criteria they were following as I didn't do the design.
