Position of the shackles on the idler after tire change

Today I jacked my trailer to remove all 4 wheels to have new tires installed. After completing the job and lowering the trailer, I noticed that one of the shackles is reversed from it's normal positio...

It seems like if you'd just ramp up the front wheel with a couple 2x8s, pulling forward up onto them would correct the problem. If not, at least the weight would be off to turn the shackle over with a bar.
