Things roll pretty easy on level ground. I use to push, and pull 4, and 5000lb boats around with a hand dolly. I move pallets with more than a 1000lbs, around with a manual pallet jack.
It may not do it. But you will never know until you try.
After all, and electric golf cart will tow a 2000lb trailer with ease.

I own and use, twice a week, a 28hp John Deer lawn/garden tractor and there is no way that thing would carry the tongue weight of a full sized travel trailer like we are talking about here. HP is really is not the concern.
