Because the inside of the bumper will quickly rust out and the sliding of the hose in and out will put pinhole size holes in it which tend to make the hose act like a sprinkler when used. :E

I am in no way trying to be obtuse or argumentative. I am simply sharing my experience. I've had three TTs over nearly 4 decades. I have always stored the slinky in the bumper and never had one rust out nor have I ever had a slinky develop pinholes. I honestly don't ever remember replacing a slinky other than buying the original for each rig. I have also never laid the slinky on the ground using an accordion type holder as support. :W
