The electronic anti sway systems "react" to sway by selectively applying one or more of the trucks brakes to bring things back in line. A proper $50 sway control unit helps "prevent" sway.

I like to compare the difference to either having an immediately reacting kitchen fire suppression system, versus not having a fire!
