First I am guessing he previous owners did not leave the tank full. Next I would look at the gravity fill hose to be sure there are no kinks in it that would stop the flow of water. I generally only put water in the tank to sanitize the system at the beginning of the year. I just stick a hose in and turn it on part way. Good luck.
