I have never seen a hose with any type of flow protection built into it. The excessive flow prevention is in the tank itself, it was mandated as part of the OPD requirements years ago. I have had several regulators go bad over the years, I would start there.
The ACME Nut (Green) on the pigtail hose contains a thermal bushing, which will melt in a fire. When it melts, it allows the OPD spring activated shut off valve, which will only allow the flow of gas if a fitting is attached, to pop out and completely shut the flow down.
Th ACME Nut also has an 'excess flow check valve' inside. (It is the one that will trip closed on excess flow). It is a ball bearing that moves towards close when you valve in a cylinder......then as down streamline pressure increases the ball bearing moves towards center (equalized pressure on both sides). Excess flow from a broken line/fitting IT will close (the OPD 'shutoff valve' will only close if you disconnect ACME NUT or if ACME Nut melted)
