Have you tried an agricultural Co-op? In farming areas most of them can take care of the tanks, install OPD valves. Think ours charge about $30@. Now that's for the vertical tanks but I see them filing up all kinds of bottles as long as they are removed from the coach or campers. Then again this is Oklahoma not California. We have propane for our house heater and cook stove and they installed a fill hose and valve on our bulk tank so we could fill our own bottles. Of course, there isn't a bulk dealer in your area that won't work for you.
