There may be a state or two that allow trailers behind trailers but I couldn't find it right now. I'm going to be pulling a utility trailer/cycles behind my FW. From what I have read that brakes are needed on over 1500 pounds in some states and several that I will go through it says brakes above 3000 lb. The utility trailers I have looked at all seem to run a single 3500 pound dexter axle without brakes and sticker at 2,990 gross. From there you go up to tandem axle and brakes. Here in Mich I had to take the 10 question test to get the recreational tow designation. It was brutal.
