Question about leaking LP gas regulator, Model GR 630.

I've been diagnosing my frig issues - will not cool on LP. Ordered a manometer to check the pressure, expecting it to be low, instead it was at 14" WC. Tried adjusting but couldn't get it below 12.5"

I ordered the Cavanga model above and out of the box it measured 15" WC... adjusted it until the screw bottomed out and still at 13"!

What next? I'm gonna send this one back - any other suggestions?
