It seems that a muffled turbine generator could be quietest and most efficient of all... if anybody made one. It generally takes a smaller chamber to muffle high frequency sounds.
On the license plate, if it can be attached to a bolted on truck bumper, it should be legal on a bolted-down TC. One way, or another, they are all bolted down...except for that loose-load preferring wreckless-redneck 10% of course.
