Measuring the voltage on the battery cables while they ARE NOT CONNECTED TO THE BATTERY proves pretty much nothing.--My thought was to measure the charging voltage coming from the truck to the trailer batteries independent of the batteries. Analogous to measuring the output of he convertor.
Anyway I now think the problem is with the trailer and will test it when I get home and have more tools and time.
