As stated, all the Cummins engines come with the heater, but you don't get a cord unless the truck came with the cold weather package. If you don't have a cord they're cheap to add. I would be surprised if you bought a truck in Oregon that wasn't equipped with the cold weather package but maybe a dealer on the coast wouldn't consider it a big deal.
