This is absolutely correct. I've seen them order trucks to advertise as "tow beasts" with the 68RFE instead of Aisin transmission, not add the 5th Wheel/Gooseneck prep, and even fail to add the TBC. The person at the dealership that ordered it left the option off.
You DO have the block heater installed. You DO NOT have the cord for it. That cord is part of the Cold Weather Group.
You can get them as cheap as about $20 online, but I'd recommend getting https://www.genosgarage.com/product/wd-bhp-10/winter from Genos. It's much more convenient than the factory plug - I replaced ours with it.
