The block heater is not just about somehow getting an engine started, but it is much better for it to have the oil circulating better at start up.
Do not know if I would be happy that my $50+K truck did not have a heater installed but I also don't agree with the cord not being installed on the Ram's either. No mater where the truck was being sent.
As far as the oil, the heaters only heat up the anti-freeze and not all of it unless you have it plugged in all night. The oil is all in the pan, I do not think any heat from the block will get to the oil. It will help keep the upper half and pistons warm to add in starting along with adding heat well some heat to help with defrosting the windows.
The very few times my truck was plugged in (maybe 2) my oil temp was not reading at all looking at the display it read OIL TEMP --- but water temp would read 85* at minus 25* with truck sitting outside and plugged in.
