As for being "harsh" on Ram. I dont think I was. The dealer does not build the truck nor do they write the owners manual nor do they decide what is optional. Nor do they spec what Cummins puts in the engine. This was clearly a Manufacturer issue.
LOL sorry the manufacture does not order the truck the dealer does and the know nothing sales manager specs out what he thinks the customer wants. ALL Ram diesel come with the block heater installed from the 3.0 Eco diesel to the 6.7 Cummins they have the heater installed when the engine is built. Otherwise you would have to knock out a soft plug to install the block heater and then replace the coolant.
If you bought a in-stock until or dealer ordered unit they did not order the "COLD WEATHER GROUP" as other have said. If you went to the dealer and ordered the truck BOTH you and the dealer forgot to order the aforementioned group. Just buy the Mopar cord off Amazon or E-Bay, that way the mounting clips will be on the plug to secure it to the frame and enjoy your truck.
I would bet dimes for dollars that both Ford and GM build their diesels with the block heater already installed for the reasons I stated above. Unless you are going to be in -30* weather you don't need the block heater. My truck sits out side and has never been plugged in. Turn the key on, wait for the grid heater light to go out and start the truck. Let it run a few minutes (I go 5-10 depending on temps) and drive off. Do not hot rod it until the truck is up to full temp.

If you read my quote that you included in your post carefully you will see I said nothing about who "orders the truck". My statement is correct, the dealer has no hand in any of the things I listed. You are right in that the dealer orders trucks with the OPTIONS they think will sell best in their area, but it is FCA/RAM that decides what features are optional and which are standard. It is also FCA that decides what Cummins puts into that Engine. (as in the block heater)
And while you and others here have assured me that the block heater is indeed there in the engine already, and I believe this to be the case, the young man at RAM Customer service could not tell me for sure that was the case with the information he had in front of him. So I am hoping you and the others are right on that score.
