I towed my last 5er, 39' 9" long and CAT scale weight of 16,400# in the mountains of NC, TN, VA and WV, on 7% Interstate grades as well as even steeper mountainous, curvy secondary roads in those states, and I've never had an issue with slowing or braking. ...EB is in 1st. stage, (aggressive), and T/H is on...it's rare that I need to "gear down"...Truck would almost come to a stop letting off on throttle...
X2!!
If it was on at 3,000rpm engine should have almost stopped you with a max of 10,000# in tow.

I run mine on the first push of the button. Second push of the button lets the exhaust brake activate when the brake pedal is pushed. I then also manually shift to lower gears on the shifter handle. It should have been roaring as in BAAAAWWAAAAAAAAAAAAA
I was braking to avoid redline. It wasn't holding it.
Then something is wrong with your truck or you WEREN'T in T/H with EB on first button push. I've never come close to redline on my truck and I've come down some pretty steep long grade mountains with a 16,400# 5er. As I stated earlier. If you're familiar with either section of I26, going down Saluda grade or section of I26 going from NC to Erwin TN. I can let off throttle and truck will slow to almost a stop with EB in aggressive mode and tranny gearing down on it's own because truck is in T//H mode.
If you had truck in T/H and EB in 1st stage and you were at redline, something is wrong with your truck, it's not acting like mine.
There's a big difference in a hill on the interstate and the EB slowing you down for miles as there is a small country road that has 15 mph switch backs but I agree, I have been on some very steep hills in Ky and Tenn going down to the lakes and I have never had a problem holding speed with 20,000 in tow with 3.42 gearing. I mean hills that I slipped wheels on pulling back out causing the traction control to kick in. The exhaust brake only works down so slow but I think either he was not in the right modes or something is wrong with his truck.
