Ram exhaust brake at slow speeds.
This issue was brought up in another tread and I didn't want to hijack it so.. On our first trip out with the new TV we went to the NC mountains...of course :B. Going up the 6-7 % grade was awesome...

This is a copy/paste from a thread in the Cummins forum, sounds very similar.
Has anyone tried to use the exhaust brake in 1st or 2nd gear? I've noticed that it does not work in 1st gear, and it will only engage in 2nd gear if you start in 3rd gear and then downshift to 2nd. Downshifting from 2nd to 1st with the exhaust brake on will disengage it.
I ran into this while decending the road into Gila National Monument in NM while towing my 16k fifth wheel. The road is extremely steep and twisty. In order to keep speeds safe, I needed to be in either 1st or 2nd gear between 2500-3000 rpms, but without the exhaust brake engaged I had to repeatedly use my brakes which caused them to start heating up. I eventually stopped, put it in 4-Low, and coasted to the bottom in 3rd and 4th gear with the exhaust brake on. I thought it strange that they would disable the exhaust brake in 1st gear, but allow it to work in 4-Low.
