You have to get up to either 3rd or 4th gear and above 1100 RPMs to engage the exhaust brake. Once the exhaust brake is engaged, it will continue to give braking power all the way through to 2nd gear, so long as the RPMs stay above 1100.
To answer your question, you would have needed to get into 3rd or 4th gear, with tow haul on and the EB on to activate braking and allowed the exhaust braking to scrub your speed. Then you could have manually selected your gear and allowed the EB and gears to hold you at a constant speed.
Without going through the process, its not going to work. That is the nature of the beast.
