By levelling the TT you have effectively removed tongue weight. You didn't mention what trailer you have but I would start with how the trailer is loaded. Do you have a lot of stuff towards the rear of the unit. Maybe shifting some foreword will help. If not, adjust the TT so it is slightly nose down and go from there.
