If I read correctly, your Jetta Sportswagon has a tow capacity of 2000 pounds(?). That said, even the 13 foot Scamp weighs 1200 pounds dry. Won't take much to put another 800 pounds in the camper. Do you know what your payload capacity is in your Jetta? Maybe consider a pop-up or maybe even A-frame, as I think they are lighter weight? Just a thought.
