The inspection for trailers in Texas is not new. I had to get my trailer inspected when it was new in 2011 and have done so every year. Also, weights under 4500# do not require inspection as you state. I did have to show my tow vehicle proof of insurance. The tech also drove the truck and trailer down the road. He was gone for about 10 minutes. I was beginning to think it was a scam LOL.
