Most trailer bumpers aren't even rated for a bike rack. 400 pounds of batteries is pretty significant. I'm not saying your trailers bumper can't handle it but I'd be real surprised if it could.
Additionally, you have really changed the weight and balance. Depending on where your axles are located I'd guess when you put 400 pounds on the rear you just about take 400 pounds off the tongue. Unless you tongue was way overweight in the first place you may have set up a good sway opportunity.
If you were to move the batteries to the pass thru you'd pretty much be adding 400 pounds to your present tongue weight. I agree that I would not want the batteries in there due to venting. Some of these might make that situation a little more tolerable.
