So I cut up the old hitch and used the cross tube pieces to insert into the 3" hitch.  Worked well in that respect.  
Since the newer cross tube is a little lower the receiver for the inserts is also lower, which puts the inserts lower. Tried to move and switch them around and the receivers would probably work pointing "up" and the inserts would be touching or real close to the bumper, but then the fast guns are too long, and I may just cut them down, but it works in it's present condition.
The 34" 3" extension works with the newer 10.4 and bumper they install now with a double decker extension on the end for something like a bike rack and conventional ball hitch below.
