When you are unlucky, TP gets stuck in the groove for the slide on the black valve. This lets it leak a little. You should be able to remove the black valve and clean the groove of stuff that shouldn't be there. At that time you can also determine if you need a new valve.
If the valve is close to the outside, you may be able to clean it using a wire.
