First thing I did was try turning the jack manually with a hand ratchet and compare the force required to one of the others. This verified something was wrong in the jack and it was not a power delivery issue. Removing the powerhead, I could turn the jack easier, so I knew it was in the head unit. Removing the intermediate gear between the motor and gears inside the powerhead proved that the motor is beginning to fail. Just to verify the rest of the jack was working properly and did not contribute to this weak motor, I checked the voltage levels and swapped over another power head - Running the jack up and down worked fine. It is definitely the motor, but I did not disassemble the actual motor housing to see if it is bearing, bushing or brush.
