The loss in value of the collected gas tax (fed and state) due to inflation and improved vehicle mpg has been larger than the redirection of these monies to other uses.

A user fee is the most fair means to fund roads either by tolls or by mileage and then eliminate the gas tax. Tie the fees to inflation and write the laws so that the money only goes to fund roads. This last bit is key; politicians (on both sides) don’t like give up funds they are using for their pet projects.
